Volt Typhoon: PRC State Actor Pre-Positions in US and Guam Communications Infrastructure
On 24 May 2023 Microsoft and a joint NSA/CISA/FBI and Five Eyes advisory (AA23-144A) exposed Volt Typhoon, a China state-sponsored actor targeting communications and other critical infrastructure in Guam and the United States since mid-2021.
02Deep-Dive Technical Analysis
Microsoft reported initial access through Internet-facing Fortinet FortiGuard devices, with traffic proxied through compromised small-office/home-office routers (ASUS, Cisco, D-Link, NETGEAR, Zyxel) to blend in with normal traffic. Inside networks, the actor relied on "living-off-the-land" techniques, using built-in tools such as wmic, ntdsutil, netsh and PowerShell rather than malware, to steal credentials and persist. Microsoft assessed with moderate confidence that the campaign aimed to develop capabilities that could disrupt critical communications between the US and Asia during future crises.
03Vulnerability & Exploit Flow
Exploitation of Internet-facing edge appliances, then credential theft and stealthy persistence using built-in OS tools via compromised SOHO routers.
04Recommended Defense & Mitigation Protocol
Patch and harden edge appliances, retire end-of-life SOHO routers, monitor for anomalous use of built-in admin tools, and enforce phishing-resistant MFA.
05Security Impact & Geopolitical Consequence
Shifted official concern from telecom espionage to pre-positioning for disruption; it led to the FBI's January 2024 takedown of the KV botnet and the February 2024 advisory AA24-038A citing access held for at least five years.
