News of the World Voicemail Phone-Hacking Scandal & the Leveson Inquiry
On 4 July 2011 the Guardian reported that a private investigator working for the News of the World had accessed the voicemail of murdered schoolgirl Milly Dowler; the paper closed on 10 July and the government set up the Leveson Inquiry, which reported in November 2012.
02Deep-Dive Technical Analysis
Investigator Glenn Mulcaire and journalists accessed voicemail remotely by calling a mailbox (or the operator's voicemail access number), entering the subscriber's number and a PIN. Many users had never changed default PINs such as 0000 or 1234, and some PINs were obtained by social-engineering operator staff. Mulcaire's seized notes held thousands of phone numbers and dozens of PINs. Earlier convictions of Mulcaire and royal editor Clive Goodman (2007) had involved royal household voicemail. The Guardian later said the claim that messages had been deleted to make room should not have been reported as fact.
03Vulnerability & Exploit Flow
Remote voicemail retrieval using factory-default or socially engineered PINs.
04Recommended Defense & Mitigation Protocol
Mandatory PIN setup on first use, blocking remote access with default PINs, lockout after failed attempts and alerting subscribers to remote access.
05Security Impact & Geopolitical Consequence
Led UK operators to tighten remote voicemail access controls and showed that weak voicemail authentication was a mass-privacy vulnerability, not a mere nuisance.
