Church Committee Exposes NSA Projects SHAMROCK & MINARET Telegram Interception

On 29 October 1975, NSA Director Lew Allen publicly confirmed to the Church Committee that, from 1945 to May 1975, the major US international telegraph carriers secretly passed copies of international telegrams to the NSA without warrants (SHAMROCK). Watch lists including US citizens were run against this traffic (MINARET).

02Deep-Dive Technical Analysis

Under SHAMROCK, RCA Global, ITT World Communications and Western Union gave the Army Security Agency, and later the NSA, daily copies of international telegrams leaving the US. These were first paper copies and later magnetic tapes, copied from 1966 at a lower-Manhattan front office. By 1964, telegrams matching watch-list names could be selected electronically. At its peak, analysts reviewed about 150,000 messages a month. MINARET ran from about 1967 to 1973, with watch lists naming roughly 1,600–1,700 US persons and organisations.

03Vulnerability & Exploit Flow

Exploit Vector

Voluntary carrier insider access: wholesale handover of international message traffic, followed by automated watch-list selection, with no warrant.

04Recommended Defense & Mitigation Protocol

Operator Hardening Strategy

Termination by NSA Director Allen in May 1975, Congressional oversight committees, and FISA (1978) requiring court orders for intelligence surveillance of US persons.

05Security Impact & Geopolitical Consequence

Church called SHAMROCK "probably the largest governmental interception program affecting Americans ever undertaken." The revelations led directly to the Foreign Intelligence Surveillance Act of 1978 and set the template for later carrier-assisted bulk-collection controversies.
